Both small and medium don’t fit measurements
The step in flex harness fit exactly per the sizing chart. Seems to be very good quality, it arrived really fast. I couldn't be more pleased with the purchase. I feel my dog is safer now as well, she would try and slip her collar when she was frightened.
It is great. High quality and fit great. The only negative are the rings are such large diameter the connector on my leash will barely fit over the 2 rings.

I have had trouble for years finding my dog a step-in harness that fits well. He was always between sizes and ended up with a harness that was too big. This is super adjustable and feels so much more secure than his old one.
